Unpopular opinion here but I'd say to go for Belinda, she has been the best awakened for so long that she still will be useful for some time on the long run. If you are starting at the game and Belinda matches the ascension level of the rest if your heroes I think she will still be useful to you.Time Emblems are still prioritize aBelinda- she works as you build her up and has use in all game modes. After aBelinda save till ~480 time cards before choosing next awakened as those are pretty significant investments and its best to pull those all at once rather than risk be in the middle of building one when a new OP one comes out.
